Lake McQueeney Dam Update September 2025: Construction Progress & Cleanup Readiness

During its Lake McQueeney Dam update September 2025 meeting, the Lake McQueeney Water Control & Improvement District No. 1 (WCID No. 1) addressed major topics including dam construction progress, lake bed cleanup efforts, tax rate decisions, and a new state-mandated bond reporting requirement. Here’s a full recap of what was discussed—and what it means for Lake McQueeney residents.


🏗️ Lake McQueeney Dam Update: Construction Progress as of September 2025

The Lake McQueeney dam project continues to move forward, with substantial completion now expected by December 22, 2025—a slight delay due to enhanced safety protocols.

Key construction milestones this month:

  • Crews began Bay 3 installation, using a second crane to meet new safety requirements

  • Approximately 90 workers are on-site each day, supported by a full crew of about 110

Thanks to strong coordination with engineers and lessons learned from earlier delays at Lake Placid, WCID No. 1 continues to keep the project on track.

 


🌿 Waterfront Cleanup & FOLM Coordination

As the refill date approaches, WCID No. 1 reminded residents that lakefront property owners must take responsibility for cleanup. This includes full removal of all debris, not just trimming or temporary relocation.

Here’s what Lake McQueeney residents need to know:

  • Permits are required for docks, bulkheads, and all lakeside structures

  • Unpermitted or abandoned installations must be removed before the lake is refilled

  • The Friends of Lake McQueeney (FOLM) committee continues leading efforts to clear underbrush and lake bed debris – If you have not already please join FOLM as they assist in getting Lake McQueeney Dam Ready

  • Although FOLM has raised cleanup funds, they have not yet transferred those funds to the District

  • Neighborhoods are encouraged to hold each other accountable and report non-compliance to GBRA

To support this effort, the District will mail lake cleanup instructions and contractor recommendations to all affected property owners.


🧾 2025 Tax Rate Adoption: No Increase This Year

Following a public hearing with no comments or objections, the board voted to maintain the 2025 tax rate at the same level as the prior year:

  • Maintenance & Operations (M&O): 0.0488

  • Contract Tax Rate: 0.2213

  • Interest & Sinking (I&S): 0.0850

  • Total Rate: 0.3551 per $100 valuation

The District also approved updating its official information form to reflect the 2025 rate.


💰 Financial Health & Tax Collection Performance

During the meeting, the board approved $21,838.57 in operational expenses, broken down as follows:

  • Guadalupe Appraisal District fees: $13,213.41 (a 30% increase tied to audit adjustments and a rise in tax levies)

  • Bookkeeping services: $4,158.16

  • Website hosting and bank fees: $210

  • Previously approved invoices: $4,257.00

Additionally, the District reported strong financial performance:

  • Current cash reserves total $7,468,059.95 across seven accounts

  • The 2025 tax collection rate now stands at an impressive 98.84%

  • Outstanding receivables for 2023 and 2025 total $39,013.81

  • The board explained that governmental accounting rules do not list receivables on the fund-based balance sheet

These numbers reflect strong fiscal oversight and high compliance among local taxpayers.


🔊 Emergency Sirens & Flood Monitoring Enhancements

To improve community safety, Guadalupe County Emergency Management recently conducted 52 consecutive days of siren testing.

Here’s where things stand now:

  • 119 local residents submitted survey feedback on siren audibility

  • The Guadalupe County Commissioners Court approved nearly $300,000 in its 2026 budget for flood monitoring and new sirens

  • WCID No. 1 pledged continued support for state grant applications and real-time feedback to prioritize equipment placement

As a result, Lake McQueeney will benefit from improved early-warning systems when water levels rise again.


🗳️ Guadalupe Appraisal District Board Nomination

WCID No. 1 currently holds 33 of 5,000 votes in the Guadalupe Appraisal District elections.

Although the District had the opportunity to nominate a candidate, the board chose not to submit a nomination this year due to its limited vote share and competing priorities. The board will revisit this opportunity in future years.

🗓️ Upcoming Meeting Schedule

Since no urgent matters are expected in October, the board voted to cancel the October meeting and instead hold the next meeting on:

  • Date: November 18, 2025

  • Time: Pending confirmation (2:00 PM or 4:00 PM), based on coordination with Lake Placid WCID schedules

The final time will be announced and published in advance.
